This set is, as far as I know, a Shop at Home Exclusive in the USA, I don't know about availability elsewhere but it is at least available in Germany (for DM 119.80) and some stores in Switzerland. I am listing this as a promotional set because of its #21xx number, the fact that it is a Shop at Home "Exclusive" and the fact that it was never shown in the European '97 Catalogues, but I don't know what the promotion was, I could be wrong, maybe Lego's numbering doesn't make that much sense.
It consists of 4 cars (no locomotive or track is included), a yellow hopper car, a brown tanker car with blue trim, a blue flatbed transporter with white and red automobiles, and a red open wagon with trees in it.
There is also a yellow dump truck, a small repair vehicle and 5 minifigs.
This set is unique because it is the first set released for any of the train series that is a collection of wagons, no track and no locomotive.
